Please ask DevOps to whitelist this IP for MySQL access to the laravel_jboy_latest database.

But as I mentioned in my previous message, IP whitelisting alone may not fix the issue since the MySQL port (3306) appears to be completely blocked and the service seems unreachable. They'll still need to check if MySQL is running and properly configured for remote connections.
